Error: Failed to generate boot image

When preparing an ADF collection key you get the error "Failed to generate boot image"

Using the proper version of the Windows Assessment and Deployment Kit is essential to creating a collection key. The newest version is not necessarily the correct version. 

The current correct version is 10.1.16299.15 and can be verified and uninstalled if necessary in

Windows Settings --> Apps --> Apps & features
